A Nanni poem is an expression of one and all. It consists of 4 lines, the total lines consists of 20 to 25 syllables. i'ma big believer that poetry has to sound good when read out loud. Try that with this one and let me know what you think.
I'm sure that rule applies to some extent for writing competitions but to a much less degree.
